I do think that we should enforce some minimum criteria when user create a topic. New user tends to create some vague topic with no context or provide a little information about the topic. This could lead the topic being ignored with no reply or other members asking the topic creator for more information. It also litter the forum, not to mention that some users will reply randomly just to answer the topic. Currently, unanswered topic is being displayed in the top-section, some users can just do comment or do a random answer just only to "move the topic down":

When a user enters the topic creation, some placeholder text will display some instruction on how the user should write the topic. Example taken from StackOverflow:

Criteria could be customized to follow certain section. Example taken from: Mojang Bug Tracker

  • - Description about the problem
  • - Steps to produce the problem
  • - Expected result
  • - Attach some information about the problem (Screenshot, Video, Logs)

If the users still creates some "bad" written topics, another users can down-vote them. If some topic reaches atleast 3 down-vote, the topic creator will be informed to fix their post in a span of 1 week or 3 days. This mimick on how StackOverflow handles post but also give some chance to the users to fix their topic, instead of instantly closing the topic. If some users ignores the notification, the topic will automaticly closed. This also avoid "users" that just leave after creating a topic.

  • - Help clean the forum from unanswered topic & badly written posts
  • - Avoid users giving a random answer
  • - Avoid topic creators that just leave their badly written posts with no follow ups or context
  • - Giving more uses to "Down-Vote" feature

You can't apply StackOverflow methods on this forum , because StackOverflow have a variety of languages ( codes ) real developers etc 
in this forum there will be 2 topic either it's GG related or LUA nothing more , most of of the people who post in the help section doesn't know anything about GG API or lua and they are trying to understand what they are doing with this tool ( GG

I found it vague that you mention "variety of languages", it is not the point. As the title said, atleast provide some information to the new users on how they could construct a better posts. For example:
game guardian game dead Rate this question: doesn't provide the game's link, we should ask it first.
