I do think that we should enforce some minimum criteria when user create a topic. New user tends to create some vague topic with no context or provide a little information about the topic. This could lead the topic being ignored with no reply or other members asking the topic creator for more information. It also litter the forum, not to mention that some users will reply randomly just to answer the topic. Currently, unanswered topic is being displayed in the top-section, some users can just do comment or do a random answer just only to "move the topic down":

If the users still creates some "bad" written topics, another users can down-vote them. If some topic reaches atleast 3 down-vote, the topic creator will be informed to fix their post in a span of 1 week or 3 days. This mimick on how StackOverflow handles post but also give some chance to the users to fix their topic, instead of instantly closing the topic. If some users ignores the notification, the topic will automaticly closed. This also avoid "users" that just leave after creating a topic.
