How to interpret this solution?

Someone posted a hack request challenge for war tortoise 2, the reply was as follows:

Dword search

1,852,796,180;1,767,864,677;7,237,475;10;15;1,835,362,064;1,868,786,015;110;9;16::277

The 2 values directly under the 15 is cash

The 2 values directly under 16 is gems.

1st value is the qty x 100,000

So if you have 860, will read 86,000,000

The 2nd value will shift the digits.

With the 860 example, make the number below 1, it'll become 8600... 2, will be 86,000....

 

I just need help deciphering what all those number at the top mean. I've been trying to search for values myself but nothing ever seems to come up accurate. What does he mean the 2 values directly under the 15?  16 , etc. I see lots of values, right next to each other not under. So confused. Pardon me im new here and I am wondering if they way he wrote out the solution at the top is like a short hand for what to search... ?

The numbers at the top are a group search. 

Copy and paste and do a dword search with them. 

Then , follow the rest of the instructions with the results you get from the search.
