No, from level 0 to 1, requires 7 card, from 1 to 2 requires 15 and so on

No, 7 is the amount needed to get to lvl ONE (to unlock the disaster) and 15 is to get to lvl 2.

The 17 doesnt matter, its just the range of how far apart between the numbers you want to search. If you go to his basic tutorial, it should teach you about ordered search. But in short, it has nothing to do with the values

Each season they released some exclusive buildings only for the current season. After then you can't find it in game.
