There are 2 types of seasonal exclusive buildings: 1) You get them for free after reaching certain tier in Contest of Mayor. Current season is in Entertainment category. There has been no repeat. Once you miss the season, they are gone for good. 2) Holiday special, for example, for Valentine, you can get some buildings from the spinning game event. It costs simcash to play for a chance of winning. It's like playing loterry. Therefore, there is no fixed price.

No, 7 is the amount needed to get to lvl ONE (to unlock the disaster) and 15 is to get to lvl 2. The 17 doesnt matter, its just the range of how far apart between the numbers you want to search.
