The way I found to do it was wait until you have a quest reward that is for 200 gems then search 1;200::5 (dword). Then refine 200 and increment edit to find the correct value.

I may have found a way round it but somebody would have to check if the artifacts actually work because I haven't.
What you need to do is activate the base artifact. So not upgraded to epic, rare or legendary. Once it's activated you can then search it and change the 0 to 3 and add your stones. I don't get any error messages doing it this way but I don't know if the artifact is having any affect. Once you deactivate and activate again I get the error message so you would have to do it each time you use the artifact.

Looks like something has changed. Some of mine I get a message saying the item isn't authentic. If I change any now they all seem to get that message. Somehow though I've got some in my inventory that work OK.

Find where your coin value is located and the gems are the line below it.

Crystals can be hacked I think as long as you use them or maybe don't hack a ridiculous amount.
I just did it and I've restarted the game twice since and my progress hasn't been reset so it looks like it has worked.
They are an e:double value but you have to remember when you search you need to use a range search because the actual value isn't a whole number.
So if your crystals say 781 then you should search 780~782. Then wait for them to change and refine in the same way.

Looks like XP can be hacked. I think that should be plenty and it's still there after a restart

Here's a way to get XP.
Get a Common hero. Find its level and make it the max level 40. Then go to Hero Management and dismiss it. You get about 10k XP that way.
I did that and then max levelled a Rare Hero to level 60 the way that NoFear suggested and can confirm that it's stayed at the max level after restarting.

You can change the hero level with a simple dword search and it works whilst you're playing but as soon as you restart the game it will revert to the true level.
Still trying to find the quest values for you. Will keep looking....

The Crystals are e:double, the scrolls dword and the summon can be changed to 0 and purchased. Making them a minus doesn't give the currency though.
Edit:
Scrap that. Took a while after logging back in but everything reverted back to its true state

I think I understand now. So you want to be able to give yourself a specific weapon? If that's what you mean then I can't help with that.
You could always modify the stats of the weapons you have and make a better weapon yourself.

In case the OP ever returns the stats of the weapons can be changed too although I haven't been able to find them all so far.

I managed to replicate your problem. I changed the amount of one of my artifacts to 0 and I also had the pic there with no activate button.
What you might be able to try for the ones that have no "0" by them is if you find an address of any artifact you have. So choose one you have plenty of and search & consume until you have one value.
Make a note of the address. Then if you search "0" e:double you will obviously have loads of results but if you then refine by the address you might get lucky and locate where those ones are that you can't activate.
As an example if the address of the artifact that you have plenty of is "7AB3456783" once you searched the "0" e:double refine using the "address (mask) search" option and I suggest trying "7AB345????" first. See how many results you get and try increment editing them and see if you get a value appear next to your artifacts. If you don't then repeat and try "7AB34?????" and see if that works for you.

The first & third pic are ones that have a "0" by the artifact. Maybe try to get one or more of those and see what happens. It could be that they are on 0 that the activate artifact button is missing.
