Help me refine value

How to refine value,

example : 99;1~3;100

I just want value refine value 1 and 3

So i'am refine 1;3

but all the value are gone

How i do?

99;1~3;100 is 3 elements 
99;1;3;100 is 4 elements.

1~3, you may get 1, may get 2, may get 3. 
1;3 you will get 1 and 3 

So when you refine 1;3, means you expected to get both 1 and 3, but initially you search for only either 1 or either 2 or either 3, so there's no value fulfill your refined condition.

 

use 99;1;3;100 and refine 1;3

or 

use 99;1~3;100 and refine 1~3
