as i said before Level are stored from value 1 to 10

Level 33 is Evolution Stage 3 so

= 3 ; 3 ; HP :: 17

Level 25 is Evolution Stage 2 so

= 2 ; 5; HP :: 17

if the table above wasnt clear enough, i dont know what to say anymore.
