Simcity Buildit Out of Bound Cities

Is it possible to create these out-of-bounds cities in Simcity Buildit? (Cities that go beyond the normal borders)  If yes, then how?

I believe so.

When you find the x,y and building id, you can manipulate it to be anywhere. Even overlap another building.

Problem is that there used to be a previous method to find the building id and it's outdated.

I was wondering if there is a new way.

Also i have no idea how to manipulate the x and y coordinates on GG, i only know how to give myself infinite money

Could try to find x,y after you build something. And keep moving and do unknown increased/decreased/unchanged until you find it.
