Not being rooted can make it difficult. 

Could send me your Android/data folder of sim city (contains save file). I can hack your xp/keys/premium currency for you. So then your xp problem never an issue.

You need to start over on your game. 

You've broken it for sure. The fact you can't unlock anything. 

Delete all those files, start over and get passed tutorial (and a little more). 

Then give me files. I'll hack your xp to max, keys gold and sim cash to 2123456789.

I'm pretty sure. It'll probably ask you want to use local data or server data. Just choose local.

Is that a new save? 

Because your previous save was broken. You edit values you shouldn't have breaking a lot of features.

Is this the same profile as your screen shot? If so, then no, can't help. 

If this is a new profile that doesn't have things broken in it, yes, I can help.
