Downloads working (no, really this time)

Hey guys,

So, I was recently informed that users in the regular members group, were having problems downloading files from the download section, to their phones.

Turns out, it was an issue caused by a wait time placed on users of the members group. I have fixed this issue.

If you are browsing using the mobile theme it will not show in the menu, please switch to the normal (desktop site) theme
