I've found a way to cheat the lottery system to use 0 golf bux to unlock all the hats. (note you'll need at least 10 golf bux to do this)
1 turn phone on airplane mode
2 goto lottery screen
3 since the default starts at 5, search for 5 on game guadian @ 4bytes
4 move the lottery amount up to 6, then search 6 on game guardian
5 repeat the steps until you're left with 3 options to choose from.
6 save those items and change values to 0
7 enjoy unlocking all the new hats at the cost of 0 golfbux
