65536 is the elite. If you copy that number and place in another car it will make it elite.

Not exactly. "Elite" is only one bite. Boolean byte.

65536 as dword is same as four byte: 0B 0B 1B 0B

Third byte is boolean "elite" flag. Currently other byte or empty, or reserved, or used for align (last).

But it can change in future. So if strictly speaking need set 3 byte to 1 or 0. Other bytes can be different.

For example

1B 0B 1B 0B = 65537D

or

1B 1B 1B 0B = 65793D

So you not need rely to 65536 as magic number.

I know but for those who have problem like their elite car turn to normal when hacking to add a car, they can make it elite again by placing that number.

Is That car can be used for multiplayer or event? as far as I know we can enter CB when using the car

If you get this car illegaly and use in tle or mp then you get cb or ban.

Is that true? what if the vulcan setting to elite tune is it safe for MP or TLE?

Same. If make non-elite car elite - cb or ban.

Do you think that you can do the motocycle knockdown and then use gamegardian to add more knockdown? 

You can get ban. Without matter how to get many knocks - with glitch or with hack.
