Requesting rules?

I was looking around the site for about 30 mins for rules or guide lines about requesting. Like which games they can or can not do or wither to be able to ask to keep the request from going public (even from VIPs) as to keep it from spreading so they can patch it with in a month. Just stuff so I can read to get a better understanding of my limits and as well as the makers of these different clients/mods/apk/just flat out hacks.
