help to translate menu of ps1 japanese game

please if any friends in this forum have any information about making permanent translation using [ GG & epsxe ] for a menu of japanese ps1 game to english the game called : Goiken Muyou II  and this is small video for it:

unfortunately there is only 1 version and its menu in japanese language this is the link of rom file :

there is some people on internet use reverse engineering to make a patch to ps1 rom and the menu is translated successfully , but what i hope here in this forum is to use GG to find japaneses text if it is stored as value (not image) and replace it with english language and then making a script to automate this procedures.
